Fossil: three of the 10 boroughs of GM, Wigan, Rochdale and Oldham were originally not mandated by the government to improve air quality. Wigan did not have to go down the road of having thosands of private and commercial motorists face financial penalties: Wigan chose to do so. The decision to do so was taken by the 8 members of Wigan Council's Cabinet led by leader David Molymeux. The matter has not been debated by the Full Council, that has been denied by the Council Cabinet only.
