If a member of the public was caught doing that speed it would be a jail sentence, never mind a ban. However, there are times and places. I consider 30 m.p.h. to be excessive speed when going past a primary school at 3.30 in the afternoon, and I wouldn't do it. Likewise, I think it is O.K. to do 162 m.p.h. on a Yamaha R1, along the Rainford by-pass, coming back from Southport at 9 p.m. when it is empty, because you can and you understand that the risk is yours.
