The 14 men & 1 woman were in launches, intercepting a cargo vessel,(a normal procedure in the gulf) suspected of carrying stolen vehicles to Iraq.
It was whilst they were aboard the ship, that the Iranian navy arrested them.
What could the Cornwall do? There are two armed ships, one British the other Iranian with British personnel on board.
The Cornwall couldn't attack the Iranian ship & put members of it's own crew in jeopardy. Better to play along diplomatically. ie, No bloodshed. It's been done before
