There is no specific law about parking on pavements in England Tom (outside of London) unless u go down the line of obstruction e.g. blocking a lowered kerb. It's nuts how it IS an offence to drive over a pavement though due to an extant 1835 Highways Act to get onto the pavement yet no-one will take action. I've never pavement parked and would welcome, like London, dishing out tickets to inconsiderate drivers. Government been doing 'consultations' about this for couple of years but seem too chicken to implement it?
