If you have to leave 1,5M clearance when overtaking a cyclist, and the cyclist is in middle of lane, that will often mean you can only overtake the cyclist when there is a gap in oncoming traffic. In peak hour traffic in urban areas, it is going to mean traffic simply cannot legally overtake cyclists.

So, are we going to see total congestion, or motorists just ignoring the law?

I do cycle, and I am quite happy if motorist give me 1 M clearance. I think 1.5 is excessive, and will create problems.
