well if you are running and you run in a car, you could scratch/dint a car or some kid skate boarding , a big dog running in the road, an asda trolley blowing in the wind, a un manned wheelie bin, where do you stop ??
Cars are the menace, 1 ton of solid metal doing 30 mph is lethal, a bike rode by a cyclist is a none threatening instrument of good health , clean air , quiet and jolly good fun, If the gov't taxed us, they would be cutting their own throat in the attempt to make wigan a 'clean Air Zone,
