It is called market demand. They aren't after family credit or similar. They are looking for legal ways to save figures we can't write. If there are 18,000 pages there must be a loophole. Quite often the schemes fail and they have to pay up as was the case with Bernie whatever. Once the case has been to the highest appeal court I don't think HMRC will sit back waiting for payment. They will pursue.
