The government is pushing for more trade deals with China, after brexit. The UK's trade with China is worth about £76 billion a year, which makes China one of the UK's largest trading partners.

From gov.uk - "We promote UK interests through a strong, effective relationship with China. We work to promote international security, increase mutual prosperity, and support China’s process of modernisation and reform".

It follows that, if the UK government tells Wigan council, "give work to Chinese companies", then Wigan council are going to give work to Chinese companies.
