When we have a general election and the powers that be change only some of the heads of the civil service change. The main part of this vast institution are the same people and are living in the past wanting to work 9 till 5 Mon -Fri and the 1hour for dinner. Nothing happens outside these hours (they want to come into the real world)and this is why P Patel is trying to update every thing.
