I'm not having a go Peterp but why would someone in a car (whether passenger or driver) driving along a road and past a toll booth qualify for a pass allowing them not to pay for that journey?

Also, if someone can run a marathon then they are capable of walking a few yards are they not?

I agree with you though, judging from the above there appears to be too much abuse of the blue badge system.
