Throughout history minorities have been persecuted, whatever religion, colour, nationality they have been. That may give you the answer why Jews have been persecuted as they are always a minority in Europe, same as blacks and Muslims. A white Englishman in Spain will always class himself as an overseas resident and never an immigrant.
