I do not recall the details - maybe someone else does and can chip in with them - but there is a famous case of somebody in the State of Israel asking the UK to furnish the knowledge needed for making nuclear weaponry, and some rather lowly
UK official just handing it all over, without seeking any clearance from any more senior authority.
