Yes, if you look at what people are actually using the internet for, then it is highly questionable whether it is something that should be tax-payer subsidised.

Porn, commerce, on-line bullying, the sort of fight-club you get on WW, ripping-off content in a manner which trounces the intellectual property rights of owners, and data capture to shepherd people into purchasing/voting etc in manner which fulfils someone else's agenda other that your own......

Do we really want our taxes subsidising all of that?
