Simple answer, on a night out on my direct route home without taking one step of a detour.
Not only that it was my first venture through the town centre night or day since the homeless situation came up on this thread.

It does tickle me though that Spangler is judging me by his own actions:
Chatty seems you have been patrolling the town centre every night since I posted that photo,
looking for a 'rough sleeper'
