Yes. They have to be returned.
In my opinion if a person has a mobility scooter on the mobility scheme then they genuinely need it.
If they were just after the benefits (PIP) then surely they would accept the cash rather than have a scooter hire taken out of their allowance?

Having the scooter gives them more credit for their disability when they go for medical revues so they choose that option, the person who lives near me had one for years until the shake up, now the person walks everywhere and signs on at Brocal House. Apparently they "genuinely needed" the scooter for all those years and disability benefits that went along with it, It wasn't unknown for that person to visit the local betting shop and pub without the scooter. Two to three holidays a years while others went to work to pay for all this.
