No TTS, the scope of the contract hasn't changed. The situation is as I stated on this thread on 8th August. Galliford agreed at £11m in 2015. The council then messed them about, added bits of work to the original scheme including treatment of old mineworkings which they suddenly "found".
Then they asked Galliford to start the work this Autumn at the original price, to which Galliford obviously told them what to do with their job. Hence retendering by possibly only one conractor resulting in the price almost doubling. What an incompetent shower we have at Wigan Council.
