Councils don't build motorways, the government in the form of the DFT (Dept of Transport) build motorways and as regards Bolton being awkward and not wanting to extend the road from Gibfield, through Bolton territory up to the M61 "YES" Bolton Council are a set of barstewards who won't agree to it.

BUT

The devolution thing with Greater Manchester and AGMA and TFGM means that all transport infrastructure spending in Greater Manchester, is now coordinated by AGMA and TFGM and it all as to integrate together with each neighbouring authority, so Bowton maybe forced to agree to allow the road from Gibfield to run up to the M61 unimpeded by 4000 houses.

On about dodgy ground in Amberswood, well that comes down to civil engineering know how and cost, the road structure can be reinforced with pilings and such like, which just adds to the cost of the road, but it can be done
