what a mess this morning dog dirt over flowing bins ,barriers

If the council expected thousands of runners/spectators you would have thought there would have been more rubbish bins dotted around the route. I was in Wigan Town Centre at dinner time and saw 3 large wheelie bins full too overflowing and that was it
