Is going " Down Billinge Higher End" the same as going "Up Standish Lower Ground"?

This is the approx position I was when getting waved at, Its on 'Upholland road' and clearly I'm going downhill which, is easy to tell on a bike because gravity is our friend to cyclists, So perhaps I had gone past Billing higher end and was,
proceeding down, Upholland road in the direction towards UpHolland travelling at 15 MPH

Yoo know there maybe a very good reason for why she is locked up, and that is because she is 'genuinely' mentally ill, and they (daddy) don't want her looning around the world, coming out with crap ....
