The police are soon going to be stopping cars outside their own area, they will need proof they are working or going to an appointment or its a £100 fine for the first offence,

They don't need to stop people as roadside ANPR cameras are already recording where you are.

that right Bill but, they don't know if you have a valid reason to be driving there, My lad drives to work and his boss has been told to give all the employees a letter as proof they are going to work or back,

They need to tell people what their 'local' area is. Say what they mean, laaaaike!
The Scottish government say your 'local area' is five miles from your local authority boundary!

I agree Tonker. we need clarification on what Local is. A nearby NT property said yesterday that their grounds re open to local walkers. I asked how close is local and they gave me the GOv link which says a short walk is fine to get to an open space. Yesterday I read last night that we are to keep with our own village or part of the city. So give us a limit, 1 mile 2 mile or 5 mile .

Well Tom, I was out yesterday morning, and it was early on and everything was frozen up, so I thought it would be quiet, but I was shocked
Shocked I tell yoo
At the sheer amount of traffic on the road
Wigan wasn't busy, but it wasn't quiet either.
Take the taxi rank on Standishgate, in the lockdown last year, the first one, you would have been lucky to have found two taxis on that taxi rank outside of Primark, and if yoo did, then that Billinge Biker would have been happy, because they would have been white drivers, but yesterday the rank was full from top to bottom, and unlike last year, there were plenty of brown and black drivers, you can't say coloured drivers, so Billinge Biker would have been shocked
So you are reet Tom, folk are flouting the rules

I've noticed a lot of police cars on the road since this lockdown came in, it's always been a novelty to see the police before this. Has there been a mass breakout from HMP Hindley or are they really after the rule breakers?

Guidance for the current lockdown says people can travel for exercise as long as it is in their "local area". However, the actual legislation does not specify a maximum distance that people are allowed to travel for exercise.
So basically there is NO law against travelling to exercise. The guidance is NOT legally binding and the police have NO power to enforce it unless it is reflected in the lockdown regulations which in this case it is NOT

its works like this, the gov't are handing out billions in furlough , benefits , NHS overtime and sick pay, they need some sort of revenue, The people flouting are the people taking advantage of it, The compliant people are the ones who abide and care so, The people who don't give a toss but claim the furlough and go out picnicking, Should pay, and rightly so,

''A police force that was criticised for its "intimidating" approach to two walkers is to review its lockdown fines policy.
Jessica Allen and Eliza Moore said they were surrounded by police after driving five miles from their home for a walk on Wednesday, and fined £200 each.
Derbyshire Police initially said driving to exercise was "not in the spirit" of lockdown.
But it now says new national guidelines mean it will review its position.
In a statement, the force said all of its fixed penalties issued during the new national lockdown will be reviewed''

All it needs is a definitive distance from home.
As I said before, the Scottish government have the right idea. They've said, "five miles from your local authority border".

In tonight's Downing St conference , Matt Hancock Praised the police for stepping in and fining the flouters by saying,
By all means go to exercise But stay local and stay 2 metres apart from the one person you are allowed to meet, drinking coffee is an act of socializing and not exercise, So I don't think refunds will be forthcoming,

Two women who were "surrounded by police" after driving five miles for a walk have had their fines withdrawn.
Jessica Allen and Eliza Moore were walking at Foremark Reservoir, Derbyshire, when they were stopped by officers and fined £200 each.
At the time Derbyshire Police insisted driving to exercise was "not in the spirit" of the most recent lockdown.
But new national guidance for police has led the force to quash the fines, and apologise to the women.
The two friends travelled the short distance to the reservoir from their homes in Ashby-de-la-Zouch, Leicestershire, on Wednesday afternoon.
