This is a photograph taken from a multi view post card showing various views around Wigan. So the quality isn't great.
The postcard pre-dates 1930 - the stone tablets bearing the names of the 1800 fallen were replaced with cast bronze plaques in about 1930. Given the fresh-looking stonework of the Memorial, I would put its date near its unveiling in October 1925.
