This is a 1901 Dick Kerr narrow gauge (3'6") tram that was retro fitted with a top deck cover between 1903 and 1906. The date is probably during the First World War ( note the female "clippie" )and probably before 1917 when a lighter type of top cover was fitted to this tram.

The location is Wigan Road (Whelley) just short of the old Whelley station. You can just see the Haigh Estate gate house building at the entrance to Plantation Gates that still exists today.

The narrow gauge line from Wigan terminated just short of the Moorgate Inn on Aspull Moor. This narrow gauge tramway had been extended to Aspull in 1906, but was discontinued in 1923 when the line from Wigan was converted to standard ( 4' 8 1/2")gauge and then terminated at Dorset Street New Springs.
