Probably taken Bull Hey, Parsons Walk. Chief Constable, Senior Officers and Sergeants. Parked in front of pavilion is the Chief Constables car with driver.

The 1938 'Bobbies' would probably be out and about, walking the streets of Wigan, unlike present day PCs/PCSOs.

Remember Percy Carrington in the 1970s, long after he retired. He lived in Ellesmere Rd at Pemberton.

Paul Foster, 3rd from left on back row, became Chief Constable of the force in 1946, on the retirement of Tom Pey.

When Paul Foster was the Chief Constable of Wigan, he was the person responsible for getting legislation introduced in this country,for the provision of "Play Streets". Another interesting item is. The first belisha beacon in this country was erected at the corner of Mesnes Street, on 6th of July, 1935.
