Rupert you could be right.. It looks like the top of the Post Office Sorting Office building behind it. Well Spotted

It is the Bluecoat School.
The building which can be seen behind it is in fact the top floor of Wigan Tech - what used to be the geology lab, during my time there in the 1970s.
