Have your say50 fine for litter?

Wigan's tough new anti-litter campaign means fines of 50 for people caught dropping litter. Is it right to punish someone for dropping a cigarette end?

I totally agree with the the 50 on the spot fine for litter-bugs. However, I disagree with punishing people for dropping cig stumps. Smokers can't be expected to drop their cig stumps in bins because it would cause fires! Also, I think there is a lack of bins in Wigan, especially on Library Street.

Every time I get back to Wigan I see that the litter problem is worse. Make it a 100,00 fine and use the money to pay for someone to clean up the dog droppings and to stop the weeds growing through the cracks in the flags. If you don't know what I am talking about, take a stroll around the Park Road and Gidlow Lane area of Springfield, but wear your wellies!!!!!

50 is a typical over reaction. On that basis the Council should be fined millions for dropping the most apalling developments all over the centre of Wigan and ruining a perfectly good town.

I have noticed an army of street cleaners in Wigan town centre on Saturday and Sunday mornings, cleaning the streets after they have been splattered with Kebabs from clubbers the night before... WHO IS PAYING FOR THIS ??

Fifty quid! That's knackerin' that is! Consider this however. In NSW we have a $200 (about 30 pence in your money) fine for chuckin' a cig end out of a car. Ultimate penalty for that is - a HUGE bushfire. Think yourselves lucky!

Forty years ago you could be fined 40 Pounds (and were) for tossing away a cig packet at a time when 15 quid was a decent wage. Get your act together Wigan, get tough.

As a Wigan resident I'm disgusted by the amount of litter on the streets. Who are the litter wardens and what are their contractual hours? (There don't seem to be many patrolling at lunchtimes/Saturdays outside the fast food stores.) If the fines imposed do not exceed the cost of their salaries, they're not cost-effective are they?

I totally agree with on the spot fines. The vast majority of people would never consider dropping litter on our streets so why should our environment be ruined by the inconsiderate and selfish minority? I think 50 is lenient.

I think it is absolute barmy that Wigan MBC is imposing 50 fines on people. I am one of those people, for throwing a cig stump through my car window on my way home from work. The thing is I don't smoke and was depositing of this stump from my car mat. Even so, I was still forced to pay 50. It's an absolute joke when you think of all the crime going on around Wigan. Shame on Wigan MBC I say!

Considering Wigan is the so-called Keep Britain Tidy nerve centre, the place is a disgrace...and why? Because parents are the worst example to their children. If they do it, the children will. Zero tolerance? Pardon the pun...Rubbish! Also, when did you last see a police officer walking the streets of Shevington?

Its all well and good bringing these fines in, perhaps the money can be spent on supplying more bins especialy in pubic parks i.e haigh hall from plantation gates - almost two miles to the nearest bin!

Well said Joan Pilkington. The fast food outlets should also be responsible for keeping their shop fronts litter free. Someone clearing up maybe 3 times a day would maybe give the litter louts a message. If a litter warden sat on the benches in front of Hampsons on a Saturday afternoon there would be a few 50's collected

It wont matter how many litter bins you put in town Fiona, people are just bone idle, Wigan is a tip at times. Just go to Gower st in Newtown watch all the people sat in their cars throw their used litter out of the window before they will get out the car and walk a few yards to put in a bin.Litter wardens would have a field day outside fast food places

litter wardens should approach everybody who drops litter on the street and not just car owners doing thirty miles an hour, THEN GETTING THEIR LICENCE NUMBER AND POSTING A FIFTY QUID FINE

back in july last year,i received a fine through the post for dropping litter,i was gobsmacked because i never drop litter(or thought i didnt)always tell my kids to put theres in their pocket until they find a bin,on further reading i found out it was dropped through my car window at 7.10am on my way to work,what was it ?well it was a cig stump,i dont remember doing this but also couldnt denie it ,because i have done this at times,i phoned the issuing office and asked what evidence they had,as the cig could have been dropped by the car in front of me,i asked if they had photos of me doin this no was the reply,well apparently a street cleaner saw my drivers window open two inches and a ladys hand come out through the window and drop the lighted cig end,as i couldnt prove that this didnt happen because apparently this cleaners word is stronger evidence than mine,so in the end i had to pay the fine,but what if a council worker just wanted to take random car numbers?it wouldnt matter because their word is stronger, what if a person was approached on the street who had dropped litter what proof is there to say they are who they say they are?well anyway i have learnt a lesson and have never dropped another cig through the car window,smoking is a costly bad habit as it is!!!!!!!!!! without an extra 50 quid for disposing of it ,if in the street carry a disposable ashtray (think not)

i think its wrong to drop ur litter in the street thay all sould put it the bin r in there pockets and take it home wigan town is bad so we dont have to make it worse... if police catch people droppin there litter thay should get a fine there and then and i think the fine sould be 200hundred pound at the mosted

McDonalds should be threatened with closure if they continue to supply youths with rubbish to be thrown on the floor / out of the car or bus window / on the car park. Same threat should apply to other food takeaways too ie. Pizza Shops.

Problem with this it's easy to fine car drivers for throwing cig ends without them knowing, I can't see them getting much out of the pedestrians that throw cans and food wrappers. Some one needs to be on Market Street at mid day and watch what the students from the college throw on the ground. There is also a begger who cons money from the vunrable and spends it on drink and pies from the shop opposite and leaves his rubbish in the doorway of Argos. I have never witnessed these people being fined.

I think smokers should start taking some responsability for their actions or pay the fines, we are at present watching a bush fire threatening homes that has been caused by a smoker throwing a cig stump out of car window.... more than 50 quid if your home burns

Kev & Sue, yes I agree with you smokers can cause a lot of damage and they deserve to be fined like any other litter bug, however my point is, it is easy to target car drivers through their registration plates.
One of the street cleaners in Wigan confessed he had NEVER seen a litter warden in the area. NOW THAT SAYS IT ALL.
And just for the record, I have in the past and will continue to challenge people who drop litter.

So reasonabily is out the windows yet again! What about the person who say, takes his wallet out of his pocket and inadvertantly his wage slip drops to the floor. He dosn`t realize this though. He gets a 50 fine all the same. So wrong,,, litter fines should be for people who are seen deliberately throwing litter down. And 50 come on more than a days wage t some, and a whole week to a job seeker, not to mention more than the 30 speeding fine. Litter is not the real reason for the fine, it`s the greed of these councils, looking for a commercial opprtunity to make money, no , to once again R I P off the public. Lets fine all MPs who commit adultery...my goodness won`t we be rich.

I think this fine is pathetic. Fair enough littering is bad but these councillors are only interested in lining their own pockets. Concentrate on the more important issues i would say and crack down on real crime. Police officers and councillors are more bothered about the more trivial things than being out there catching real criminals. Someone will probably be out there one night in King Street getting stabbed whilst the officer is busy issuing a fine for someone stumping their cig out on the floor.

I recently got fined 50 for littering.Well so they say what actually happend was i was on my way to chester and i stopped of at macdonalds to grab a bite to eat it was a nice day and i had both windows open and the bag got blown out of my window.Dose this constitute to littering?surley if had stopped in the middle of the road to pick it up this would have been illegal too.

It's alright saying wigan metro should place bins around our towns for rubbish but all that does is give louts something to throw through shop fronts so 50 is nothing to complain about.maybe louts shoulld have to spend 24 hrs cleaning the streets aswell.

the point i was making Dave from Bolton, is that i actually learned 2 lesson's from this, not to throw cig stumps out the window as it is costly, and no i wont use the ashtray in the car as i actually don't smoke in the car since this, and i have never smoked on the streets so i wouldnt dispose of the cig in the street,but the main point i was making against drivers is that random street cleaners could be picking out registration plates for the fun of it, without proof it's their word against the drivers, you get caught speeding they have evidence, a street cleaner couldnt phone police and say we have been speeding and expect us to get fined without them having proof of the speeding!! not that i would ever dream of speeding or dropping another cig 50 fine actually taught me a lesson if i hadnt been fined then i probably would have done it again without thinking.

I got a 50 fine today cause my bottle fell out of my bag and I didn't no anything about it then the counil came over pulled up all of us and blamed it on my two friends then I went to check if my bottle was still in my bag then I new it was me that must of fell out of my bag I said to the council men that it was me and I said sorry I didn't no it must of fell out my bag and he just spoke to me like I done it on purpose when really I didn't know It fell out my bag and atleast he could of gave me a warning in stead of a fine a mean there's people who drop litter on purpose i mean they don't have any evidence a mean they thought it was my two mates who dropped it :O

I got hit with a 50 in Glasgow. Believe me I am a law abiding citizen who recyles my glass/plastic and empties rubbish in the litter bins provided. I was on my mobile phone, alittle distracted whilst smoking a cigarette. There was no bin outside the bank and I stubbed it out. After leaving, at least 5 minutes later I was pounced on by 2 jobsworths who followed me into the narby shopping centre where there were bins. I am very angry as it was a first offence and I feel it's just a money making racket.

This is a message to people who throw lighted cig ends out of car windows. I was on a motorbike on the M6 in the middle lane in the rush hour - all three lanes bumper to bumper. A passenger in the outside lane tossed a lighted cig end out of the window and it landed in my lap. Attention to traffic was essential and I could see sparks coming up past my visor (not to mention the fuel-tank down there). I got away with it - that time - but what if it had gone down my collar or in my boot?
Please think twice before you next do it..

Two jobsworths waited for me to finish my cig, and without warning , i was fined.

While there spending 10 minutes taking my details, there is 10 people in wigan dropping cig butts. What is the point? Oh let me guess... To try and target opportunities to take money, exploiting the morality of people as an excuse. Its clear.

Enforcement officer watched as my friends 2 year old daughter fell, she threw her cig and picked up her daughter who was crying, straight away enforcement officer took out his pad and wrote her fine. When she stated she would pick it up, his words where, please yourself i'm still issuing you with a fine. Is this about money or litter? Shame on you Denbighshire council. Are enforcement officers allow to video and record you, he never once admitted to it during the debate, was only when i said get in car .....he then said we where on video, this tiny device was worn round his neck.
Before any of you moan about smokers/litter, my friend always uses bins, this one occasion happened at the wrong time,wrong place.

50 fine for dropping a cig stump on the street. My argument is that they only target easy prey. Women mostly.. they wont tackle the real big guys or the drunken teenagers - they are too frightened. They shove a camera in your face and take you by surprise. they would not do it to someone who appears threatening -not matter how much litter they throw. Bully Boys look for easy targets.

I was handed a fixed penalty notice in Wigan yesterday by Mrs/Miss/Ms J. Doyle of 3Gs for putting a cigarette end down a drain.
I had no idea that putting a cigarette end down a drain is classed as littering and wonder if it is common knowledge. If there were any awareness campaigns, they passed me by.
I suspect that I was an easy target - female, aged 70.

What about the postmen discarding rubber bands onto the pavement?All they need to do is put them in a bag. These things take years to degrade.Why hasn't the post office asked what has happened to the bands?. There must be tons of them missing.
