Is there a plaque near by to say who it represents?

Its actually supposed to be a woman, a girl who worked in the mill. If you look back at 17th May 09' photo a day you'll see what I mean. Although she now has both hands back.
I think they are made of fibreglass, with concrete inside(poured in at the neck)? Vandalism is starting to take it's toll as she has big dent to her chest just out of shot.

I thought this was a woman, representing 'Mill workers'.....
