Yes. I'm sure. They are the authority over every town in the Metropolitan Borough of Wigan and, I believe, they organised the funding and building of the Three Sisters on British Coal land.

* (2005) Surrender and Renewal of Lease at Three Sisters Racing Circuit, Ashton in Makerfield: The Cabinet considered a report on terms negotiated for the surrender of an existing lease held by Aintree Racing Drivers School and the grant of a new lease on amended terms for a period of up to 50 years in respect of the abovementioned facility. This would grant the Company greater security of tenure to enable them to centralise their operations at the Circuit.

The report set out details of the alternative options to be considered. The reason for selecting the one recommended was to attract inward financial investment into the Borough; give the potential for creating up to 3 additional jobs; and secure long-term rental income to the Council.
