I have a house in Haydock which is empty and undergoing an upgrade. Last year, the council charged me 50% loading (half again on top of the standard council tax) because it's empty.
Last week I was at the council trying to get a 25% discount. No chance! 25% loading again, for 2022 / 2023. Paid it in full. "Thank you., don't forget, next year the loading will be 100% if it's still empty, it'll be classed as a second home"!

To rub salt in it, whilst I was sat there, number in hand, waiting my turn, I weighed up the folk all around me, also waiting. One or two were Eastern European, couple of kids in tow. Several were locals, moaning about the council in a loud voice. One bloke was complaining to everybody who'd listen, because he'd got a parking ticket even though he has a 'blue badge' and he used to work for this council years ago!
I thought to myself, "I'll bet not one of these are paying any council tax at all, because I'm paying it for 'em"!!!!!!
