I'm not sure that's the answer, Trixie.
What if you wanted to phone, say, the Cross Keys pub (on your mobile, for the sake of argument)? However you want to describe its exact location, it's in Ashton, quite a long way from any potential 'boundary' pedantry. The number is 274630. What's the code?
Me, I'd be using the code 01942. Same as for Wigan.
Perhaps Tonker can explain?
