Problem people would have their dogs taken from them. Easy to enforce. License pays for wardens. Wardens have powers to seize unlicensed animals.

OAP's would have reductions, Working dogs would have waived fees.
Less than £2 per week to (help to) safeguard animals, I would extend this to cats as well.
