Not sure about licences. They'd only work if everyone complied. The responsible owners would be straight in, but the problem people?
Was always against the idea of an expensive one too (such as your suggestion of £100), as I thought of it as a prohibitive factor for those who are less well off. Particularly those who benefit greatly from the companionship of their pets.
But; it would serve as a reminder to all that in the 21st Century, maintaining a dog properly IS an expensive thing.
It breaks my heart to read about animals 'thrown away' as if they are inert items of unwanted junk. Usually by people who feel they can no longer afford them.
