Muzzling is definitely cruel unless the owner knows their own dog is likely to snap,children will nearly always go to pat a dog..I still do it myself..and like lapis said how on earth is the poor animal supposed to pant when it's warm,it is their only regulator of heat...veggie..I used to have a Collie,and she was a brilliant dog,wish I had her yet.
