We have got to assume that working dogs are under the complete control of the handler and are fully trained and of course in the line of their work should not need to be muzzled.

However if they are not at work and in a public area there is no need for them not be muzzled with a muzzle that allows them to breath.

A muzzle can be as big as you like and still not let the dog attack. I cannot understand the tight band muzzle at all.
