£35 is nothing to get the dog chipped. As you say Mac, some are removed (I'm still shocked by that) but obviously the majority won't be removed, so this would be a step in the right direction. I think they really need to bring back the dog licence though and insurance thus giving the owner more responsibility.

I am undecided on muzzling though - dogs need to communicate/socialise when outside and when with other dogs. I don't think dogs attacking humans or other dogs is epidemic - the problem in the majority of cases is the owner.
