small minded as not taking into account the bigger picture
ie; staffing levels , volume of incidents , logistics, communications , graded response policies etc

they are also set budgets by the local authorities and have to work within that budget which is set far below what is needed (my opinion)

to call them a waste of space in my opinion is small minded

but hey they are a easy target arnt they
