The wooden frames were reported to have been made by a German PoW aboard HMS Ajax - note that the Swastika, which meant life and good luck, did not have the same meaning in WW1 as it did in WW2!
The pictures in the frames are of Daniel Swann (in naval uniform, of the Ajax), and Thomas Harlow (of the Manchester Regiment), brothers-in-law, who both survived the war.
The medals in the frame:
Left-hand, two victorious engagements of Vice-Admiral Sir David Beatty at Heligoland and Dogger Bank, featuring HMS Lion and HMS Arethusa, and two German battleships sunk.
Right-hand, the commemoration of the dead of the Battle of Jutland, May 1st 1916.
