Just got this off Ebay He is a distant relative. So I'm very pleased to have got it. It isn't working but hey there can't be many still around.

There were many excellent watch and clock makers in Wigan in the 18th and 19th centuries, quite a lot of lever watches still exist from the Victorian era and also longcase clocks from the 1700s and early 1900s.
