The soldier in the photograph looks very much like L.Cpl. Thomas Woodcock V.C. of the Irish Guards, a Wigan hero of the Great War.
He returned to his home town for a Civic Reception in March 1918, and only a short time afterwards, was killed in action, after returning to the front.
