A Mayor living on Beech Hill, shows how far down the estate has gone since!
Although keen on these types hailing from Wigan (many weren't), at least they got involved with the running of the town under the old County Borough which Wigan was incredibly self-sufficient.
Also a Mayor who used to call the shots. The post 1972 LGA business has the Mayor on show with his robes and has no executive powers.

He wasn't the only mayor to live on a council estate.
