Wigan Council spent a lot of time discussing where the WW1 Memorial was to be sited. A Councillor Farr said he lived opposite the pavilion in the park, and declared it the ugliest thing on earth - and proposed it be demolished to make way for the Memorial.
Another proposal was that the Memorial should replace the fountain, which was 'neither fish nor fowl'.

The chap sitting on the bench seems to be adopting the Sir Francis posture.
