These were the Courts for the Lancashire Constabulary - covering the outskirts of Wigan. The Wigan Borough Courts were in King Street - covering Wigan town centre etc.
What memories this photo brings back! I was a Police Cadet in the Lancashire Constabulary in the sixties and worked in the Traffic office which was the room to the left of the door beneath the tower. The archway led to a courtyard used by the police vehicles.

I was a typist there in CID 40 years ago.

I worked at the County Court in 1991.
