Could they be school teachers by any chance?
Teachers tended to sit more "correctly" in those days for a school photo....the ladies sitting on the floor just don't seem "right" in that pose for schoolteachers of the time. I'm probably totally wrong; it was just a thought.

Possibly Town Clerk's dept , Wigan ??
Can't help with the details of the photo, but the photographer, Arnold Hall, worked for the Wigan Observer (or Examiner). I went to school (Poolstock C of E School) with Marilyn Hall, his daughter. Marilyn's brother, John, still lives in the Snowden Ave. area of Worsley Mesnes, although I haven't seen him for a year or two.
the hair styles and clothing i would say 1967/68.some real pretty girls .

Hi Ron, the lady seated on the right on the first row of chairs looks like my mother in law Teresa (Trixie) lynch, the lady next to her looks like Betty Clarkson, also the man with the beard on the back row looks like Neil ?. Unfortunatly my mother in law passed away a few years ago so i cant check with her. Would it make any sense if it was Smiths
Hi Susan it could well be Smiths Tours before Shearings took it over. Hopefully someone else will recognise someone else on the photograph to confirm it?
Ron the man seated 3 from the right looks like Geoff Bannister who became deputy town clerk of Wigan. Check his photo on Wigan Grammar School web site (old Boys). I think the town clerk was Allan Royle but I cannot find a photo of him.
I agree with fran definitely the Town Clerks Office.
2nd from the left at the back looks like the recently retired Harry Webster who worked all his career for the council.

I think it is town hall staff. I agree with fran it is Geoff Bannister, and I think the girl second from the right on the front row, is Nadine Griffiths who I know worked in the town hall. Probably late 60s.
Consensus of opinion it's the Town Clerks Office. If there is anyone on the photo that would like it, Let me know. Otherwise I'll give it to the History Shop now that I know what the photograph is.
If it is the Town Clerk’s office, the gent standing 3rd from left in next to back row (next to girl in white top) could be Cuthbert McNamara, who would have retired in the mid ‘70s.

This is a staff photo of the Wigan Town Clerks department ...taken in the late 1960`s. Allan Royle is seated in the center of the second row. I am second from the right on the back row. I remember all of them very well. Allan Royle was a true gentleman...as was Cuthbert McNamara .
Is this the same Trixie Lynch who worked at Douglas Valley Finance Company in Millgate? I remember she lived in a flat in Wigan Lane and had a little boy
