Its a Manchester Regiment capbadge. There should be another scroll with the word Manchester on and the Battalion number under the latin inscription. It's obviously corroded and dropped off.

The badge is actually Manchester's coat of arms and "Concilio Et Labore " loosely translated means "By Wisdom and Effort". I'll post a photo of what it would have looked like in good condition.
